When you edit a footnote, there is no access to the menubar or Formatting Palette. Instead, you can use the commands on the toolbar or the context menu, which you can show using right-click (Windows and Linux) or control-click (Mac).
You can also use keyboard shortcuts for commands and styles that have had shortcuts associated with them.
