You can create a link to a chapter heading as you would any other link within your book: ensure there's a bookmark near your chapter heading (add a bookmark with Format | Insert | Links | Bookmark). If there's an automatically-generated bookmark near the heading added by Jutoh when creating a table of contents, you might want to add another one with a meaningful name just in case Jutoh deletes or renames the automatic ones.
Then add a page link to that chapter and bookmark using Format | Insert | Links | Link to Page.
With this method, you will need to update the text at the link if your chapter title changes. So you could instead add a cross-reference to a chapter heading. Use Format | Insert | Links | Cross-reference and choose 'Heading' for the reference type, and 'Text' for the format. Choose the bookmarked chapter you wish to link to, and click OK.
If you are using Jutoh to automatically number headings, you can use a cross-reference with 'Heading' for the reference type, and 'Full text' for the format. This will combine the chapter number and heading text.
Use Book | Update, or compile your book, to update the cross-references.
